2006 in the Balkans. Almost five years after the end of the war in Kosovo a multi-talented international mission is sent into Kosovo to help the interim authorities to prepare themselves for independence. The country is awash with dirty money mainly from the illicit drug and people trafficking businesses organised by international crime syndicates originating from regional mafia-style family clans in the Balkans. There is a damaging infiltration of the legal and financial systems by mafias, which frustrates the independent and impartial functioning of both. Evidence is uncovered that the availability of huge sums of money of dubious provenance has led to collusion with bribed corrupt lawyers and civil servants, as well as police and customs officers. It also emerges that mafia gangs are transferring their huge wealth into legal assets, such as property, hospitality and crypto-currencies.
At the behest of the mission, raids are organised by local and international forces to break the major Clan and raids take place on clan houses, brothels and child holding and abuse centres. Material such as cocaine, cash, precious stones, luxury watches and weapons are seized. The largest of these clans violently opposes the mission and its objectives and is stung into counter-action by the success of the raids. It plans all-out and violent opposition to the mission and seeks to enlist the other clans in its campaign against it, although there is conflict between and among the clans and outright drug wars at some stages. Assaults on the mission members begin and a contract is placed on the leader of the mission, a woman. Locally based international forces mainly from the multinational Kosovo Force, assisted by the mainly locally raised police, resist the attacks and seek to assist in protecting and facilitating the work of the mission and its members. The scene is set for a major conflict between the forces of law and democracy on the one hand and the naked power of the forces of anarchy and criminality on the other, the results of which will determine the real independence of the country.
