The session will discuss how the Environmental and Social Framework introduced in October 2018 is making a contribution to promoting sustainability in the Bank’s investment lending program. It will discuss how the ESF differs from the environmental and social (safeguard) policies that preceded it, both with respect to scope and coverage, and the difference in the approach by which it attempts to promote sustainable outcomes. It will discuss efforts to use the ESF as an entry point to stimulate sustainable outcomes at scale at the country level, going beyond the projects the Bank supports in the respective country. It will also highlight ongoing implementation reforms underway to streamline application of the ESF, by shifting emphasis away from documents and internal reviews and clearances to a strong focus on implementation and sustainable outcomes.
Speaker: Maninder Gill is currently the Director for the Environmental and Social Standards Department in OPCS, and concurrently the Chief Environmental and Social Standards Officer (CESSO), a position he has held since July, 2021. Prior to this he was Global Director, Environmental and Social Framework (ESF) from July 2019 to June 2021, and Director, Social Development, from July 2014–June 2019. Earlier he was the Director responsible for the design and implementation of the World Bank’s internal institutional reforms.
Maninder joined the Bank in 1995 and has held several positions in the social development sector over the years, including as Sector Manager for the social development units in the Bank’s Europe and Central Asia Region, and the Latin America and Caribbean Region. Earlier in his career, Maninder worked in the Indian civil service, where his assignments included being the chief executive of a medium-sized town, director of rural development programs at the district level, and project manager for the resettlement program associated with a large hydro-cum-irrigation project.
