In this talk, Brian Levy will build on a recent book on political settlements (for which he was one of the co-authors) to explore conceptually how power and institutions interact to shape a variety of distinctive contexts for development policymaking and implementation. He will illustrate the practical relevance of the resulting framework by drawing on a comparative evaluation of the political economy of education systems and their reform in a dozen countries, recently undertaken for the global Research Programme on Improving Systems of Education (RISE).
Brian Levy left the World Bank in 2012; he currently is Professor of the Practice of International Development at SAIS, Johns Hopkins University. Brian is one of the veterans of efforts to mainstream governance into development practice at the Bank – beginning with his role as a co-author of the 1997 World Development Report, The State in a Changing World, continuing as a sector manager in the Africa region, and then as part of the core team charged with preparing and then implementing the Bank’s 2007 Governance and Anti-Corruption strategy.
