Master plans can constitute a systematic approach to define a city’s need to bring parties together (in the US, city, state, and federal institutions and the public). The City of Newport undertook recently the Transportation Master Plan named “Keep Newport Moving”. This plan represents the City’s first mobility plan in over 20 twenty years and represents a collaboration between the City of Newport, the State of Rhode Island, and the public. The Plan is designed to provide a comprehensive, actionable strategy to make it safer, easier, and more enjoyable for people to navigate Newport’s historic street grid, no matter how they choose to move around the city. The plan is the result of ideas put forward by a technical working group, a Resident Advisory Committee, community members, and institutional stakeholders. The City of Newport wanted to create a plan that will work for everyone. Through stakeholder interviews, public workshops, open houses, pop-up events, and paper and online surveys, hundreds of people shared their feedback to help shape the recommendations in this Plan.
The Planning and Development Director for the City of Newport, Ms. Patricia Reynolds, will present to us the challenges, design process, stakeholder engagement, and outcome in the definition of the “Keep Newport Moving” Master Plan. The Panning and Development Department is the department responsible for general planning, zoning, historic preservation, community development, resiliency efforts, and grant acquisition and management. As Director, Patricia is responsible for defining the department’s goals, objectives, policies and procedures, and presenting initiatives, strategies, and plan to the Newport City’s Planning Board, Manager, and elected officials. Patricia further represents the city as a member of the State’s Land Use Commission and Coastal Resources Management Council. Patricia is a native Rhode Islander and an architect by training. She has a distinguished 24-year career with the City of Warwick, where she most recently served as Principal Planning, before her above-mentioned appointment as Director of Planning and Development for the City of Newport in 2019. Patricia has BA in Economics from Brandeis University (Waltham, Mass.) as well as both a BFA and MA in Architecture from the Rhode Island School of Design (RISD).
