Combating Corruption in Health Sector- Strategies and Practice Insights

The webinar will feature a discussion of anti-corruption in the health sector including how citizens and civil society organizations (CSOs) contribute positively to improve governance and anti-corruption in the health sector. This webinar is being co-sponsored by the 1818 Society Governance and Health, Nutrition, and Population Thematic Groups.

Jonathan Cushing will provide TI-GH perspectives on multilateral agencies’ (including the World Bank) strategic engagement in improving governance and anti-corruption in the health sector. This will be based on the initial findings of an ongoing study by them of questions such as: How decisions on thematic priorities are made at multi-lateral agencies; how effectively anti-corruption mainstreaming in the health sector can be carried out; and What are the potential entry points to increase ACTA investments in the health sector.

Vinay Bhargava will talk about the roles citizens and CSOs play in combating corruption in service delivery and procurement in the health sector. His presentation will draw on experiences made by PTF between 2006 and 2020 in 15 projects implemented across seven countries. Insights from this work are published in the U4 Practice Insight Paper on Civil Society Monitoring in the Health Sector, by Hady Fink, Sarah Steingruber, and Vinay Bhargava.

Speakers’ bios:

Jonathan Cushing is the Director of Transparency International’s Global Health Programme. The programme works to ensure effective, accountable, and transparent health systems which leave no room for corruption, and deliver on UHC. Prior to joining Transparency International, Jonathan spent 12 years working for GIZ in Malawi, Bangladesh, and Nepal, working with Ministries of Health to strengthen health systems and improve the quality of care. He has an MSc in Health Policy, Planning, and Financing from the LSE & LSHTM.

Vinay Bhargava is the Chief Technical Adviser at the Partnership for Transparency (PTF) and Co-chair of the 1818 Society Governance Thematic Group. PTF is a unique anti-corruption organization that supports innovative civil society-led initiatives to improve governance and development effectiveness. It works through a volunteer network that includes mostly former World Bank experts. Vinay is a former World Bank Country Director.

Daniela Cepeda Cuadrado is a Senior Anti-Corruption Adviser at the U4 Anti-Corruption Resource Centre, where she coordinates U4’s in-country engagements, as well as U4’s work on addressing corruption in the health sector connecting the human rights and anti-corruption agendas. She has worked with several organizations, including the UN system, multilateral and bilateral agencies, academia, think-tanks and civil society in the areas of anti-corruption, health, and sustainable development. Daniela is also an Affiliate Researcher of the Global Health and Rights Project at The Petrie-Flom Center for Health Law Policy, Harvard Law School. She has a Master of Public Policy from the Hertie School of Governance.
