A Retreat from Redistribution? A Retrospective Look at the World Bank’s Engagement with Land Policy

The World Bank’s first country programming mission, which visited Colombia in 1949, grappled with the issue of land redistribution, support for which was also central to recommendations in a 1972 Colombia study, issued by the Operations Evaluation Unit. Moreover, in the early 1970s, the World Bank sponsored a comprehensive farm survey in N.E. Brazil, the results of which were used to make a case for land redistribution. In the 1990s, the World Bank promoted a “willing buyer, willing seller” approach to land redistribution but this failed to gain traction and since the turn of the millennium the focus has shifted back to the less politically controversial terrain of land administration, with a particular focus in recent years on the gains to be had from digitalization and other tech fixes to enhance land governance. The panel will discuss the evolution of the Bank’s stance on land policy, considering to what extent the current orientation remains consistent with the earlier attempt to privilege equity as much as efficiency gains.
