Non-state schooling operators can be uniquely positioned to support government in LMICs to fulfil their strategic objectives. Evidence has shown that socially responsible non-state operators can fill a gap to increase access to inclusive quality education where government budgets and systems fall short. The non-state can also be an effective incubator for new approaches and tools and build evidence in a relevant local context, and that an experienced operator can combine that evidence and the experience of implementing on the ground to support government to deliver improved outcomes at scale. PEAS, an innovative not-for-profit organization, operates non-state secondary schools and works alongside government to roll out its tested tools and approaches to achieve national ambitions of increasing access to quality secondary education. In Uganda, PEAS and the Ministry of Education and Sports have together implemented a pilot program on school leadership and school improvement in government schools and achieved a significant increase in teacher attendance, student attendance, and leadership and management capacity, all at a affordable cost. Jenny Groot, PEAS CEO, will share more on their evidence, what their government collaboration looks like in practice, and how they plan to take it to national scale.
About the Speaker: Jenny Groot is CEO (acting) of PEAS. Jenny has been COO at PEAS for 5 years building PEAS’ sustainable financing model and education approach, and more recently developing its growth plan and government system strengthening approach. Before PEAS, Jenny was a Strategy Consultant for Oliver Wyman and worked in a UK education social enterprise.
About the discussant: Yevgeniya Savchenko is a senior economist in Education Global Practice with specialization in skills development, labor markets, and human capital. She is currently working on education program in the DRC. She also has led preparation of the Africa Western and Central regional education strategy as well as policy dialogue and operations in Nigeria and Cameroon on skills development, primary and secondary education. Before joining education team in Africa, Yevgeniya led policy dialogue on poverty reduction and equity in the Caribbean and worked on skills and labor market issues in South Asia and Europe and Central Asia regions.
